In pursuit of an antidote:
the response to September 11 and the rule of law
Following the 11 September 2001 terrorist attacks on the World Trade Center in New York City and the Pentagon in Washington, DC, the administration of US President George W. Bush opted for a two-pronged response. 1 The initial and more prominent reaction was intended to be retributive: to bring the perpetrators to justice. The subsequent response was intended to be a deterrent: to impose order and security coercively in order to prevent a repeat of these deadly incidents.
