Responsible for justice and home affairs at the EC. Formerly deputy prime minister and minister of Defence for Portugal. Prior to this, served as member of the European Parliament as chairman of the Civil Liberties and Internal Affairs Committee. Author of several books on European Affairs, Constitutional Law and Political Science.
