Professor of International Studies and Director, Department of Development Co-operation, Instituto Complutense de Estudios Internacionales (ICEI), Complutense University of Madrid

Specializes in development policies and foreign aid. Has conducted research projects for the European Parliament, the European Commission and a range of development NGOs. Author of a number of books and scholarly articles on international development and foreign aid. Member of the Development Co-operation Council, an advisory body of the Spanish ministry of Foreign Affairs and Co-operation.
