Dean of the Faculty of Social and Communication Sciences in the University of the Basque Country. He is founder member of the Research Group Euskobarometer and was Editor of the journal of political science and sociology Inguruak. Recent publications include Terrorism and Nationalist Conflict: the Weakness of Democracy in the Basque Country (2004).
