Appointed the UN Human Rights Commission’s Independent Expert on the protection of human rights and fundamental freedoms while countering terrorism (2004). Member of the General Assembly of the Inter-American Institute of Human Rights (chairman 1999-2000). Previously a member of the Policy Committee of Human Rights Watch and the Advisory Committees of Human Rights Watch/Americas, Middle East and Helsinki.
