Secretary of State Director of the National Intelligence Centre (2001-2004). Political director of the Ministry of Foreign Affairs (MAE) from 1993 to 1997 and later ambassador in Morocco (1997-2001). General manager of Foreign Politics for Africa and the Middle East (1985-1993), participating actively in setting up diplomatic relations between Spain and Israel and during the Madrid Conference for Peace in the Middle East.
